Cedric Starks joined the Hearne Elementary family in fall 2024. He brings with him 17 years of experience in education.  He served as a classroom English teacher for eight years at South Early College HS and Dean of Instruction for five years, also at South Early College HS. He recently served as the principal of Frost Elementary in Houston independent School District for the past four years. Mr. Starks earned a Bachelor of Arts in English and a Bachelor of Arts in Psychology from the University of Houston. His Master of Science in Public Administration with a focus in Government and Policy was obtained at Grand Canyon University, and he obtained a Master of Science in Educational Administration, and a Master of Science in Technology at Texas A & M Commerce. Mr. Starks is grateful for the opportunity to support the academic excellence and traditions at Hearne. He believes that all children have the potential to be successful academically and can grow socially and emotionally when provided with high-quality instruction that is culturally responsive, in a safe learning space.

My name is Jose Serpas, and I am the assistant principal at ​Hearne Elementary School. I have been a proud member of the Alief family for more than ​25 years and assistant principal at ​Hearne Elementary School for over 6 years. Before becoming an assistant principal, I taught 4th grade bilingual math and science for 8 years. After, I served as ​math recovery teacher for 4 years and math interventionist for 4 years. I served as assistant principal at Martin Elementary School for 4 years before I became assistant principal at Hearne Elementary School.

I graduated from ​the University of Houston, where I obtained my ​Bachelor's degree in ​Science and Interdisciplinary Studies. I also hold a Master's of Science in Educational Management from the University of Houston-Clear Lake.
